Biography

Cheri Zao was born in Anchorage, Alaska. She earned a bachelor's degree from Stephen F. Austin University in 1979 and a graduate degree from Stephen F. Austin University in 1981. She also earned an M.D. from the University of Texas Medical Branch in 1985. Her career experience includes working as a professor of biology, a family medicine physician, a professor of anatomy and physiology at North Idaho College.[1][2][3]

I hail from Alaska and come from a family of homesteaders. I was taught from an early age to be self reliant and hard working. My family relocated to Texas during my teenage years and I was able to take advantage of some great educational opportunities and obtain degrees in Chemistry, Biology and finally Medicine. After completing a Residency in Family Medicine I chose to move to Idaho and had a full scale old fashioned Family Medicine Practice where I delivered babies, assisted in surgeries, and took care of patients in the hospital and clinic. Life was busy and hectic. When I was presented with the opportunity to join academia I was uncertain at first. However, I was given the opportunity to teach anatomy and physiology at our local community college. I fell in love with it as it was so in-line with my medical background and the students were awesome. I went from helping patients heal or improve their health to helping students become the healers. There are a lot of really great hard working people here in North Idaho. Currently, I advocate for my community through various forms of volunteerism but I cannot ignore the need in our area for political realignment. Our area has fought long and hard against those who would diminish our community with hatred and division. I believe I can make a difference. This is why I am stepping up and asking for others to believe in my commitment to service and our community. Put me, a hard working woman who listens into office.
  • We have a housing crisis. Idaho is a beautiful state full of outdoor opportunities. Recently, many people have flocked to our state and have been buying up homes. Now private equity firms and hedge fund companies have discovered our area and have contributed to taking single family homes off the market. Six years ago, 75% of our average wage earners could afford to purchase their own home. Now, 80% cannot. A family has to make more than $100,000 a year in order to get home financing. This problem is not going to go away any time soon. There are groups working to provide help but it is not enough. We must find legislative solutions. It’s important to keep our workers, families and locals who want to stay here housed and with good jobs.
  • Inflation and cost of living are making it difficult for young families and seniors to survive in Idaho financially. While we cannot do anything about inflation there are some things tax wise we can do to help our people. Let's increase the grocery tax credit for our residents. Keeping the grocery tax is a reasonable way to garner revenue from tourism and nonresidents. Additionally, we should enhance property tax relief with some tweaks in our circuit breaker program. This is a reasonable way to make sure our seniors and lower wage workers can stay in their homes. Locals may not know it but our county property tax rate is one of the lowest in our state. Taxes are needed to pay for infrastructure repairs, maintenance and upgrades.
  • School budget funding is confusing in Idaho. Years ago our legislature and governor decided locals should pay for more of their own children’s education and created a formula where the state pays for 60% of budget, locals 28% and Feds 12%. Our 28% obligation is in the form of either bonds or levies . We are financially responsible but they expire creating periodic renewal and confusion. School budgets are not flexible, cannot adjust for inflation. Schools are not allowed savings accounts or credit. When a bond or levy expires it’s like a car running out of gas. It has to be refueled by the property owner. Many don't like this local obligation. It is not equitable or easy, especially in less populated areas. It needs to be changed.

I like to listen to people, read and do research. Listening and gathering facts are going to be vital in crafting good legislation.
Strong communities with healthy and happy friends and families.
The Great Alaskan Earthquake of 1964. I was just 6 years old and was amazed by the intensity of the quake and its destruction. I was also struck by how well the community came together and took care of one another. I still remember the vaccination lines we all had to stand in to get our tetanus boosters because of the broken underground water and sewer lines. As kids we didn't suffer much or have the worries like our parents did. We recovered, rebuilt and went on.
Balancing population growth with traditional conservative Idaho values.
Yes, knowledge and perspective from others benefits the legislative body as a whole.
Finance, education, health and welfare.
I believe in financial transparency. Transparency helps those that are governed to understand the how and why of their governance. With our current advances in technology there are plenty of good platforms for the distribution and then the accessing what is happening within our local and state governments and their agencies. Providing the proper information in an understandable format helps constituents more knowledgably assess the demands and performances of those that govern them. This makes the populace less susceptible to falsehoods which contributes to distrust and division in communities.

Cheri Zao was born in Anchorage, Alaska. She received her Bachelor of Science and Master of Science degrees at Stephen F Austin State University in Nacogdoches, Texas. She completed her Medical Doctorate and Family Medicine Residency program in Galveston, Texas. In 1988 she moved to North Idaho to practice medicine, opening her own solo Family Medicine Practice in Coeur d'Alene. In 2003 she began her academic career teaching Anatomy and Physiology at North Idaho College instructing pre-med students for 15 years. Since her retirement she has spent time volunteering for various organizations affiliated with healthcare, education and community involvement. Cheri is a centrist Republican and a strong supporter of the US Constitution.
  • Property tax reduction – I want to introduce legislation that will help everyday Idahoans. Our rising housing prices will seriously impact our longtime residents. I plan to work diligently to reduce property taxes as well as other taxes impacting everyday Idahoans.
  • Housing crisis – we need to work together to make sure we don’t push out our longtime residents. Idaho is a beautiful state with all kinds of outdoor opportunities. Newer residents have flocked to our state and have been buying up homes. Covid seriously impacted our supply chains. Five years ago, 75% of our average wage earners could afford to purchase their own home. Now, 75% cannot. This is not going to go away anytime soon. We must look at our resources and constructively work together to keep our kids and other family members here.
  • Public education and all day kindergarten – we need to take a hard look at how Idaho funds K-12 and find ways to cover supplemental (bond or levy) needs at the State level. Schools are being stressed by the rising populations as well as the cost of doing business. Idaho schools have been underfunded for too long. We need to fix this and create a more equitable system.
Representation of the people, for the people, and by the people. We need legislatures that listen to their constituents and work to make their lives better.
