Scorecards

See also: State legislative scorecards and State legislative scorecards in Maryland

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.

Noteworthy events

Glenn charged with bribery and fraud

On December 23, 2019, bribery and wire fraud charges against Glenn were released after their initial filing in July 2019. The Washington Post reported that U.S. Attorney Robert K. Hur said Glenn accepted money in exchange for legislative actions including, "voting for a bill last year that increased the number of state medical cannabis licenses, introducing legislation to ease the experience requirement to be medical director of an opioid treatment clinic, and introducing legislation to create a new liquor license in her East Baltimore district."[8][9]

On January 22, 2020, Glenn appeared in federal court and pleaded guilty to the bribery charges.[10] On March 9, businessman Lance Lucas pleaded guilty to making 11 bribe payments to Glenn from May 2018 to June 2019, totaling $42,500.[11]
