Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.

Arrest on federal fraud, falsification of records charges (2025)
On April 11, 2025, Flanagan was arrested and charged with five counts of wire fraud and one count of falsification of records.[2]
According to the federal indictment filed by U.S. Attorney for Massachusetts Leah Foley, Flanagan allegedly siphoned approximately $36,000 from an account belonging to the Home Builders Association of Cape Cod, of which he served as executive officer for five years and had signatory authority over its bank accounts. Flanagan pleaded not guilty to the charges at the Moakley Courthouse.[2]
On April 11, 2025, Governor of Massachusetts Maura Healey called for Flanagan’s resignation from the Massachusetts House of Representatives. "These are serious allegations against Rep. Flanagan that threaten to undermine the important work of the legislature and cast doubt on his ability to faithfully serve his constituents," Healey stated. "He should resign."[3]
In June 2025, the towns of Yarmouth, Brewster, and Dennis, which encompass Flanagan's 1st Barnstable District, held formal votes to call for Flanagan's resignation.[4]
