Campaign themes

2016

Harris' website highlighted the following campaign themes:

EDUCATION

Our current state rep cares so little about education that he has personally introduced and passed laws making it harder for education to flourish in our district, suppressing new ideas and equal funding. Why? Money - control of a school board that he ran into the ground as D209 President and continues to fund and run his own candidates for (including his own wife), passing out jobs and contracts to his family and buddies. The kids come last in his world.

I would demand equal funding for our children and make sure the state lives up to it's constitutional right of funding our schools which is at least 51% (it is currently in to 20% range) - that is unacceptable. It is the right of every child to get a quality education and Rep Welch has failed us in that department for over 15 years in Proviso and Springfield.

BUSINESS/JOBS

My opponent has zero to show for in his time in Springfield when it comes to building business and jobs in our district. He's a lawyer that feeds at the trough of government dollars, he has no idea what it takes for business to succeed.

I have built a business, I have had to fight for jobs - I know what it takes. It is shameful that Rep Welch hasn't introduced one idea that would help our district. I propose a district wide economic development team to nurture and develop business in the area. I would expand enterprise zones that would help commerce deprived roads like Roosevelt, Lake St and St Charles that run through multiple towns in our district.

CRIMINAL JUSTICE REFORM

Our current representation has talked about this issue but where are the results?

We need to decriminalize small time drug crimes and keep the offenders out of jail and have that penalty shift to community service. We need to end the over population of prisons by freeing up the space for harder crimes. And in the big picture, we need to fundamental change the way we police. In my time on the council in Forest Park I worked to bring 'Community Policing' to the forefront. President Obama now wants to make this a concept to be implemented Nationwide and I couldn't agree more. A police force that is engaged in the community, that respects the community becomes part of the community.[1][2]
