John Doe investigations
Two John Doe investigations, beginning in 2010 and ending in 2015, were launched by Milwaukee County District Attorney John Chisholm (D) into the activities of staff and associates of Gov. Scott Walker (R).[3] In February 2014, one of the targets of the John Doe investigations related to Scott Walker, Eric O'Keefe, filed a federal lawsuit stating that the investigation was used as an instrument to shut down conservative speech and therefore violated the targets' First Amendment rights.
In the lawsuit, O'Keefe cited a number of cases related to Democratic organizations that either weren't investigated or were dismissed to prove the John Doe investigations were politically biased against conservatives.[4] One such case involved Liebenthal. In the midst of the first John Doe investigation, the Milwaukee DA's office received a complaint about a county employee, Chris Liebenthal, blogging on his county computer. After investigating and finding that he was conducting political activities, Chisholm stated that his office would treat it as a personnel matter rather than a criminal matter.[5]
