Opposition

Four of seven seats on the ABC Unified School Board were up for general election on November 3, 2015. The election was held by district.[1]

Candidates Letty Mendoza and Greg Uttecht ran for the open Trustee Area 1 seat. The Trustee Area 2 race featured incumbent Maynard Law and challenger Latha Vasan. Incumbent Sophia Tse faced challenger Hugo Enciso in Trustee Area 5. Christopher Apodaca and Silvestre Vasquez ran for the open seat in Trustee Area 7.[2][3] Both incumbents won another term on the board. Mendoza and Apodaca were elected to the Trustee Area 1 and 7 seats, respectively.[4]

At the time of this election, the Los Angeles Registrar-Recorder/County Clerk did not publish school board candidate campaign finance reports online. Ballotpedia staffers requested this information, but the only free method of viewing the files was at their office.

The Los Angeles Registrar-Recorder/County Clerk targeted the end of 2018 to make school board candidate campaign finance reports available online for free. From that point forward, Ballotpedia began including campaign finance data for Los Angeles County school board candidates.[7][8][9]

The first campaign finance reporting deadline was September 24, 2015, and the second one was October 22, 2015. If candidates raised or spent more than $1,000 from a single source, including their own funds, between August 5, 2015, and November 2, 2015, they had to file a campaign finance report within 24 hours.[10]

Campaign themes

2015

Apodaca highlighted the following issues on his campaign website:

Student Mental Health

Too many students are struggling to make it through a school day. This is not because they are not physically capable, but because they are being suffering emotionally.

In many cases, students are unable to reach their full potential because of an inability to cope with difficult home situations. Among these can be: schoolyard bullying, parental incarceration, abuse, and homelessness to name a few.

Our students need ready access to mental health professionals.

Our educators need proper training in order to recognize and refer these students.

Infrastructure
Our school district is nationally renowned for the excellent education it offers. In order to maintain this reputation we must have modern facilities for our teachers to teach in and our students to learn in. It is unacceptable that there are schools that have run down, dilapidated facilities. Not only is it unacceptable, it is a potential safety hazard for our students.

We need to implement a comprehensive plan to upgrade and maintain our facilities for many years to come.

College Preparation
Every student, regardless of their socio-economic status, should be able to attend college.

Proper preparation for the SAT, IGETC, and other college admission requirements should be a staple of curriculum beginning the first year of high school. Any student who wishes to pursue higher education should have access to the resources and support to do so.

Stronger participation among local community colleges and universities must be encouraged. Whether it's having recruitment days at the various high schools or scheduling field trips to college campuses, our students need to start exploring their post-graduation options.

Teacher Compensation
The caliber of education is expected to increase every year, yet teacher compensation remains stagnant.

As the attrition rate for new teachers continues to increase, we must have an attractive compensation package to recruit and retain high caliber educators.

Granted, all compensation should be solidly grounded and sustainable over the long term. However, it is important that all residents understand that the minute we stop paying teachers to do good work, we will begin to see a decline in our quality of education.[13]
