Campaign themes
2016
Davis' campaign website highlighted the following issues:[1]
Help the little guy; more jobs and better pay
- Excerpt: "Rather than simply mandate businesses have to pay people more as Neil Breslin would have it, ignoring simple economics, let’s help our small businesses have the means to pay more. I will introduce a bill to provide a historic 20% tax cut for small businesses, guy working provided at least half the savings be used to hire new employees and/or provide raises for existing employees. Think about it. This is guaranteed to create jobs, give many of you a raise and put more money in YOUR pockets to spend in the upstate economy. It will immediately ease the burden on Medicaid, welfare and other assistance programs, saving the state millions. If we are serious about creating jobs, this will do it. The Bill will be introduced in the first 6 months I’m there."
Save education; protect students and teachers
- Excerpt: "50% of teacher’s evaluations are now based on student’s common core test results. Prior to 2015, 95% of the evaluation was based on principals’ observations. Now, teachers can lose their position if they have two years in a row of students underperforming. While our education system should be of high standard, this drastic change does more harm than good. Let’s roll it back to 25% of evaluations being tied to testing and extend the “bad reviews=fired” from two years in a row to three. Then there is common core. This ill conceived monstrosity was rushed to implementation. There are clear flaws with the testing and how it is tied to new standards. Let’s place a five year moratorium on common core to solicit parent and educator feedback, thoroughly assess the tests and make changes."
Protect homeowners
- Excerpt: "Why we continue to punish our homeowners with higher tax levies when they fix their house I will never understand. It is a mess. One of the things I will do is fight to make the 2% property tax cap PERMANENT. It has saved homeowners thousands. Its expiration only lines the government’s pocket and WILL drive more people out of New York."
Scale back utility taxes
- Excerpt: "A significant portion of our energy bills are now government taxes and fees. Costs have risen because of state and local pass-throughs. Many of the associated taxes were supposed to be temporary. But whenever the state gets a revenue source, it is almost impossible to get them to back away. But that is because you have people like Neil Breslin who serve for 20 years and are bought and sold by mega corporations who benefit from these arrangements. But I am fighting for you. To immediately put money in the hands of people to spend as they see fit, I will introduce a bill to cut these taxes in half."
Secure infrastructure funding
- Excerpt: "It is a crime that we have a tax and spend liberal in office but our roads, bridges, landfills and waterlines are in serious disrepair. We are among the highest taxed in the state, and yet we see so little of the money. I will fight for the funds we need to revamp the Albany water and Town of Colonie landfills and to repair the rusting and crumbling water lines throughout the Capital Region. Our landfills are overflowing and our waterlines are rusting away. Just look at all the water line breaks our local DPWs deal with. We are being poisoned and the environment is suffering yet our current representatives do NOTHING to secure needed funds. I will work endlessly to bring our tax money BACK to OUR region."
