I’m a life-long, 4th generation Winnebago County resident. After attending public schools in Neenah and Oshkosh, I earned a Bachelor’s Degree in Journalism from the University of Wisconsin-Oshkosh. Shortly after, I began working for the Winnebago County Property Lister’s Office. Since 2014, I’ve been the Chief Deputy Register of Deeds. I was also both a past president and board member of the former County Courthouse Employees’ Association. Outside of work, my joys in life include biking area roads and trails, spending time with friends, family, and pets, being a sports fan, and visiting state and local parks. I truly love being a Winnebago County resident. We have good people, a rich history, and a great quality of life. Our Industries, lakes, rivers, and different communities large and small, make this a great place to live. While I do enjoy traveling, I’m always happy to return home to Winnebago County.
  • I’ve spent most of my adult life working with Winnebago County land records, the last 10 as Winnebago County's Chief Deputy Register of Deeds. Working so many years with county residents, businesses, and other government offices, I’ve become very familiar with all the different reasons people rely on the ROD office. I know what outcomes are desired by those who deal with the office. I’ve become increasingly aware of how good results can be best achieved and how people should be treated both inside and outside the organization.
  • One of my key priorities is customer service and I’m serious about that. I want staff to make note of customer feedback to get a better understanding of the customer experience and to assess our policies and procedures. If similar comments are made by more than one or two people, I think it’s worth looking into what the office is doing or not doing to meet a particular need.
  • Another priority is the specialization of duties among staff. There are a lot of technical processes and procedures performed by staff in the office. I think it makes sense to have certain staff focus on certain areas to ensure such duties are done skillfully and errors are minimized. I would work to ensure we have enough staff cross-trained to perform duties during periods of minimal staffing while also ensuring procedures are done properly and efficiently. I believe this approach will be best for the office and best for the public.
I am concerned with the Register of Deeds office policies. We exist to the serve the public and it's important to remember that when creating policies.
Both of my parents. there are famous people to appear very principled, but my parents are people I know. I've learned kindness, humility, humor, and ethics from both of them.
An elected official needs to be ethical, kind, humble, optimistic, and eager to learn. They serve all members of a community and therefore must think of everyone when making decisions.
People who urged me to run have said I'm ethical, kind to people, and dedicated. From a technical standpoint, having been the Chief Deputy ROD gives me a huge headstart in assuming the role of Register. Chief Deputy is the ideal preparation for becoming Register. It’s been the prior position of many current Registers. I had been Chief Deputy for 2 years prior to my year as acting ROD in 2016 and having just those 2 years of experience helped me in fulfilling Acting ROD duties. The Chief deputy has the statutory authority to execute the duties of the Register, when necessary (due to absence, illness, etc.), so by design, the Chief deputy already has knowledge of most every aspect of the office and is familiar with vast majority of the duties performed by the Register. At this point, I have over 10 years in the Chief Deputy position and I am much more prepared and comfortable than ever taking on the role of Register of Deeds.
Oversee the recording and maintaining of land and other records entitled to be recorded in the office per state statutes. Oversee the review, register, and issue vital records (Birth, Death, Marriage). Create a healthy environment for office employees, ensuring that they are properly trained, that they are treated with respect, that they have the resources to learn and effectively perform their jobs.
I would like to be remembered as someone who enjoyed helping others, treated people with respect, and executed the duties of the Register of Deeds admirably, and became a politician out of the desire to put a qualified, level-headed person in office, not because he wanted to be in a position of power.
I remember my parents discussing the death of Elvis when I was about 6 years old. It was the first time I remember seeing my parents sad about something that wasn't family or part of our immediate world. I also remember seeing Ronald Reagan speak at the courthouse Oshkosh (I was in Middle School). Years later I began working at the courthouse and would pass a bronze bust of Reagan in the lobby commemorating his visit. I was surely a historic event for Oshkosh.
I worked in a food tent at the EAA grounds in Oshkosh. Only lasted the 10 day duration of the convention ($3.10 per hour). I was 15.
I don't have a favorite book. I like Erik Larson books because they weave historic facts into a compelling story. I like reading Charles Dickens because I'm fascinated with old world London and his descriptive storytelling is unlike anything else.
Yoda - He was wise and at total peace with himself.
Maintaining happiness and purpose throughout life. Life is ever-changing and it's a challenge to balance work and family obligations.
Grasshopper walks into a bar and the bartender says "Hey, we have a drink named after you" The grasshopper says "You have a drink called a 'Stanley'".
Julie Pagel (Winnebago County Register of Deeds 2005-2015)
The public should be able to view every county department's budget (Which, they can). Proposed budgets for every department are approved by committees, the County Executive, and the Winnebago County Board. Audits of each department's financial records are performed annually by 3rd party firms to ensure funds are accurately reported and properly applied to official county business.
