Biography

Christopher Lochner was born in Pittsburgh, Pennsylvania. He earned a high school diploma from Shaler Area High School and a bachelor's degree from the University of Pittsburgh in 1981. His career experience includes working in public administration as a municipal government manager in Allegheny County. Lochner has served the Township of Hampton and the Borough of Edgewood.[1]

I am a life long Allegheny County District 3 resident and a graduate of Shaler Area High School as well as the University of Pittsburgh. My professional career entails 40 plus years in executive level municipal management with the Borough of Edgewood (3 yrs. as Manager) and with the Township of Hampton (37.5 yrs. as Manager).
  • No Politics. Just Good Governance. Forty plus years of successful executive level municipal management experience in Allegheny County.
  • Commonsense Financial Management and Responsible/Reasonable Taxation.
  • Other Legislative Policies: County Council Term Limits. Real Estate Property Tax Assessment Reform. Responsible Environmental Conservation. Addressing Public Safety and First Responder Needs. Economic Development Growth
I looked up to a number of members/colleagues in the field of municipal government management who worked inAllegheny County. I considered the mentors.Douglas Watson, Gregory Smith and Stephen Feller were all successful municipal government managers at one time in Allegheny County. They believed in professional municipal/local government management as do I.
The American President. It is a movie that demonstrates what politics can be like but more importantly what good governance can look like.
Care of and commitment to improving the quality of life of one’s constituents and/or community..
Experience, integrity, a proven successful track record in municipal management and most importantly; I care. If you don’t care what you’re doing you really shouldn’t be doing it, especially if you’re an elected official.
That I made a positive impact in Allegheny County government management.
The assassinations of Martin Luther King and Robert Kennedy. I was 10 years old.
I was a dishwasher at the Mt. Royal Lounge in Shaler Township. I had the job for approximately 5 months

Watching someone or an organization do the same thing over and over again with the expectation of a different outcome. Someone or an organization that refuses to try something new or innovative - it is frustrating for me to watch.
A number of elected officials (both Republican and Democrat)in District 3 as well as the Republican Committee in Hampton, Shaler, West Deer and the new Fox Chapel Regional Republican Committee.
I strongly support financial transparency and government accountability because put simply, it is the taxpayers money and they should know how is it used. In my 40 plus years of serving as a municipal manager transparency and government accountability were one of my primary goals in the management of taxpayer dollars.
