  • I have worked in the Controller's Office for over 30 years, I have served in every audit position in the Controller's Office, including as the elected City Controller for the last two years. I am currently running for a full four-year term.
  • As City Controller, I have fulfilled the promises I made as a candidate two years ago.
  • My main accomplishments include auditing the city's anti-violence grant programs, reviewing the Department of Licenses and Inspections’ oversight of unlicensed construction workers, and uncovering $700,000 in fraudulent transactions at the Philadelphia School District.
My policies have not changed since I first took office. Safer neighborhoods, economic opportunity, and educational excellence can all be achieved while improving government efficiency and increasing revenues. I will continue to lead audits, financial analyses, and investigations that enhance the safety of our neighborhoods and the education of our children while positively impacting both citizens and city finances.

I am a wife and mother raising my family in the Fox Chase section of the City. I have over 28 years of experience in the City Controller's Office working my way up from an auditor trainee until I became the first female Deputy Controller of Audit leading the largest division in the Controller's Office. I am also a CPA which differentiates me from the other possible candidates. In November 2022, the Mayor appointed me as Acting City Controller. I managed the operations of each division of the Controller's Office including the Pre-Audit, Audit, Investigations, Administration, and Finance, Policy and Data divisions. I also served on the Board of Pensions, the Sinking Fund Commission and was a member of the city's Bond Committee. Lastly, I certified the city's debt capacity and the capital nature and useful life of capital projects built with bond proceeds.
  • The gun violence crisis in Philadelphia subjected thousands of people to the pain and trauma of claiming an unprecedented number of lives. Along with the increase of lives taken, increased gun violence rates also reduce property values, economic opportunity, and educational performance in neighborhoods where violence is highest. I will audit the city’s Anti-Violence Community Expansion Grant Program to examine the city’s oversight, administration and selection of the organizations receiving grant funds and determine whether the funds are being properly and effectively spent on services related to anti-violence interventions.
  • The underground economy in construction and development creates dangers to workers, residents, and first responders when unscrupulous developers misclassify workers and pay them in cash as independent contractors. They often work in unsafe conditions without mandated safety equipment. In addition, they are frequently not properly trained causing them to use hazardous building techniques that may result in structurally unsound finished products putting residents at risk and placing first responders in danger when they are called to emergencies. I will audit the enforcement of code violations, and the use of unlicensed tradesmen to recover the millions of dollars of unpaid license and permit fees as well as lost payroll and city wage taxes.
  • The opioid and drug crisis in Philadelphia is creating challenges disproportionately for disadvantaged communities throughout the city. Neighborhoods with higher levels of opioid abuse feel the negative impact on economic opportunity and educational performance. I will follow-up on the audit of the HealthChoices Fund administered by the city’s Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) to determine whether DBHIDS implemented the Controller’s Office recommendations regarding the lack of oversight of the administration of mental health and addiction treatment services.
Safer neighborhoods, economic opportunity, and educational excellence can all be realized while improving government efficiencies and increasing revenues. I will lead audits, financial analysis, and investigations that can improve the safety of our neighborhoods and the education of our children while having a positive economic impact on the citizens and city finances.
