Chuck Gray (Republican Party) is the Wyoming Secretary of State. He assumed office on January 2, 2023. His current term ends on January 4, 2027.

Gray was raised outside of Los Angeles, California, and spent summers with his father in Casper, Wyoming. Gray graduated with a pair of bachelor's degrees from the University of Pennsylvania in 2012. After graduation, he took a job hosting a self-described conservative talk show on 1230 AM KVOC, a radio station owned by his family.[1] Gray said that the radio job got him involved in electoral politics: "Started talking about conservative issues. That got me involved in politics."[2]

Gray first ran for the Wyoming House of Representatives in 2014, losing a Republican primary to then-Rep. Thomas Lockhart (R) by 49 votes. Gray won election to the same seat in 2016 following Lockhart's retirement and won re-election each cycle until he retired to run for secretary of state in 2022. Gray's official biography highlighted the following sponsored legislation during his time in the state house: "[H]e was the lead sponsor of the ultrasound bill, the first pro-life bill passed in 30 years. He was also the lead sponsor of Wyoming's voter ID law, which was signed into law in 2021."[3]

Gray won a four-candidate Republican primary for secretary of state in 2022 with 48% of the vote before being unopposed in the general election. Donald Trump (R) endorsed Gray during the primary. During the campaign, Gray said he supported banning ballot drop boxes and making ballot harvesting a felony.[2] WyoFile's Maggie Mullen said Gray "centered his 2022 campaign on election integrity, telling voters that Wyoming had 'tremendous problems' with its elections."[4]

In a December 2024 press conference at the state capitol, Gray said he supported requiring proof of citizenship to vote: "I believe Wyoming can and should require documentary proof of U.S. citizenship for every new registrant to vote in all Wyoming elections. And this would make Wyoming a leader in the election integrity space." He also reiterated his support of eliminating ballot drop boxes and said, "I remain convinced that the use of unstaffed and unattended ballot drop boxes is not best for our state and lacks statutory authorization. . . . I believe it is necessary to take action to completely ban them."[5]

The Wyoming Secretary of State oversees all statewide, bond, municipal, and special elections, and is responsible for certifying statewide candidates and ballot measures and all election results. The secretary also serves on the Wyoming Board of Land Commissioners, the Wyoming Building Commission, the Wyoming Loan and Investment Board, and serves as chair of the Wyoming Canvassing Board.[6]

Biography

Chuck Gray was raised outside of Los Angeles, California, and spent summers with his father in Casper, Wyoming.[2] He earned bachelor's degrees from the University of Pennsylvania in 2012, including an economics degree from the Wharton School of Business.[7][8] Gray's career experience includes working as a radio executive and a radio show host.[9] Gray previously served in the Wyoming House of Representatives from 2017 to 2023.[10]

Elections for the Wyoming House of Representatives took place in 2014. A primary election took place on August 19, 2014. The general election was held on November 4, 2014. The signature filing deadline for candidates wishing to run in this election was May 30, 2014. Incumbent Thomas Lockhart defeated Chuck Gray in the Republican primary. Lockhart was unchallenged in the general election.[15][16]

WyoFile's Gregory Nickerson wrote that this election, along with other primaries, "have all the signs of being a litmus test for the future course of the state’s GOP, in an era when tensions in the Republican Party run high."[17] Gray campaigned on bringing fresh leadership that contrasted his opponent's tenure, saying, "I believe I can bring a new approach which focuses on limited government. I do not agree with my opponent voting to triple spending in the last decade and then voting for a tax increase."[18] Lockhart campaigned on his experience and said, "We've done a good job as Wyomingites. Can we do a better job? You bet... But it doesn't come from people on the outside throwing hand grenades into what we've done, (at) people who've worked hard for our state and have had a proven record of what can be done and what is being done by the Legislature."[19]

ELECTION INTEGRITY CHAMPION

I've been the State House leader to document and expose voter fraud and that's why the Democrats and Insiders are doing all they can to stop me. Much to their dismay, I passed Wyoming's historic voter ID law to stop cheaters from trying to steal our elections. Election Integrity has been and will continue to be my top priority because without free and fair elections, nothing else in government that we do will matter because the will of the voters will be thwarted.


STOPPING OUT-OF-CONTROL PROPERTY TAXES

As a member of the legislature, I led the effort to cap property taxes, which Insiders stopped. From fighting against COVID mandates and leading the fight for Election Integrity in Wyoming, to rolling back out-of-control government spending and stifling regulations on businesses, I go to work everyday to take power away from government and give it back to you, where it belongs. Unlike my Insider opponents, I never campaign one way then vote a different way at the Capitol. With me, what you see is what you get. I know that more government is not the solution to our problems, more government is the problem.


PRO-LIFE & PRO-2ND AMENDMENT

For me, both of these issues go hand in hand because both issues are about protecting the innocent from harm. As our new Secretary of State, you can be sure that every decision I make will be firmly rooted in the kind of values that put the Constitution and others first while protecting law abiding people against criminals and government tyrants.


OUR GOVERNMENT WATCHDOG

In addition to overseeing our elections and promoting businesses in Wyoming, the Secretary of State is also supposed to be a watchdog over the Legislature and the Governor's office. I'm the only candidate who has already been doing this by calling for recorded votes in the legislature to make sure politicians are accountable to voters who deserve to know exactly what the government is doing. With your help in this election, we will bring unprecedented transparency to government in Wyoming.


TRUE FISCAL CONSERVATIVE

With the Fed printing more and more money and the government spending our tax dollars like they are drunk on power, it should be no surprise that we are experiencing record inflation. As our next Secretary of State, I'll fight for economic security and I'll never support tax or fee hikes, or any efforts that put the government ahead of private business job growth.[20]

Noteworthy legislation

  • Wyoming House Bill 75 (2021): Gray sponsored Wyoming House Bill 75, which required voter ID be presented before voting. It was enacted into law on April 6, 2021.[23] Gray said he supported it because "It is a necessary function of our Republic to provide our citizens with confidence that our elections are secure, fair, and valid."[24]
  • Wyoming House Bill 182 (2017): Gray sponsored Wyoming House Bill 182, which required that physicians provide patients with information about the fetus before a non-emergency abortion, including asking patients if they would like to hear a fetus' heartbeat. It was enacted into law on March 10, 2017.[25][26] Gray said, "This helps to ensure a woman’s decision is informed. We simply want to offer the option for an ultrasound or to hear the heartbeat. The woman remains independent in their decision."[27]
