Citizen initiatives make rare appearances on Utah ballots

SALT LAKE CITY, Utah: In the last decade citizen initiatives have rarely been seen on Utah ballots; this year is no exception. On November 2, 2010 statewide ballot voters will cast their ballots on four questions, all legislatively referred. In 2007, voters defeated a Utah School Voucher Referendum a citizen-referred veto referendum. Prior to 2007, two citizen initiatives were on the 2000 ballot, while one appeared on both the 2002 and 2004 ballots.
Utah, however, isn't the only initiative and referendum state to see absolutely no citizen initiatives on its upcoming 2010 ballot. A total of 11 of the 26 I&R states do not have any citizen initiatives this year. This year, an estimated five initiatives were proposed in Utah. According to reports, one initiative effort decided to direct their efforts towards the 2012 ballot.
