An effort to recall Mayor Francis De Leon Sanchez and City Councilmembers Marco Barcena, Gabriela Gomez, and Maria Pulido did not go to a vote in Bell Gardens, California.[1]
Recall supporters
Organizers initiated the recall effort following a vote by the city council to allow cannabis dispensaries in the city. The grounds for recall given in each of the notices of intention to circulate a recall petition read:[1]

You have placed personal interest above the interest of the community and have enriched yourself, and your acquaintances, through the approval of various projects that have been brought forth to the council pertaining to real estate, developments and public safety. You have failed to keep campaign promises to protect Bell Gardens from the proliferation of cannabis business and the health and safety concerns such business will bring to the community. You have also failed to carry out the duties and responsibilities set forth by the office which you have entered into. More importantly, you have ignored the quality of life issues that have been brought forth to you by the community. You have taken advantage of taxpayer money by irresponsibly traveling and attending junkets that further your own personal goals and interests and not the welfare of the residents. [2] |

Recall opponents
De Leon Sanchez and City Manager Michael O'Kelly said, “The city has not received applications for marijuana vending at this time. The City Council considered and approved a process to sell cannabis products to increase revenue for community programs that will directly benefit the residents of Bell Gardens.”[1]

A notice of intent to recall is the first step of the recall process in California. De Leon Sanchez, Barcena, Gomez, and Pulido were served notices of intent to recall during a city council meeting on September 18, 2023. The notices were found insufficient and corrected notices were not filed.[1][3]
Recall organizers would have needed to collect roughly 3,200 signatures to trigger a recall election.[1]
