Resident Michael Knox initiated the recall effort. He alleged that the city council violated state and local law by failing to provide spending reports for the Bridgeport Transportation Benefit District (TBD).[2][3]

Michael Knox initiated the recall process with the Douglas County Auditor's Office on May 24, 2021.[2]
Judge Brian Huber of the Douglas County Superior Court ruled on July 7, 2021, that the recall should not proceed. He noted that Knox hadn't shown that the city council members intended to break the law or that the TBD board was responsible for publishing the spending reports, rather than the city clerk or treasurer.[1]
