An election to recall City Councilmembers Pam Foreman and Micky Wagner was scheduled for June 20, 2023, in Gervais, Oregon. Voters recalled Foreman and Wagner. An effort to recall City Councilman Baltazar Gonzalez did not qualify for the ballot.[1]

Recall supporters
Chief recall petitioner Laura Cliffton has said a lack of oversight by the city council contributed to her decision to organize the recall. She told Woodburn Independent, "The council we have doesn’t oversee city hall," and "All we can do is try to make a change … I hear a lot of grumbling, but unless people come out of the woodwork and vote, change is not going to happen."[1]

Foreman's statement of justification reads in part, "My obligation and commitment remain unwavering. I am requesting you vote in such a way that I may continue to be your elected official and allow me to remain serving you for the duration of my term. I would appreciate a NO on this recall notice."[2]
Wagner's statement of justification reads in part, "I am proud of the positive working relationships I have built with the city workers and citizens of Gervais, and none of these relationships could reasonably be considered a conflict because they are all also people I represent. I hear every voice and I try to remain objective- because that's what I believe I was elected to do. Please allow me to continue to serve this community: vote NO on this recall notice."[3]

Recall organizers needed to collect 108 valid signatures on each petition to schedule a recall election. Organizers collected 112 valid signatures for Foreman, 109 for Wagner, and 97 for Gonzalez.[1]
