An election to recall City Councilmembers George Akahane, Toraki Matsumoto, and Rudy Pacarro was held on October 5, 1985, in Honolulu, Hawaii. Voters recalled all three council members.[1][2]
In a December 1985 election, voters elected Donna Mercado Kim, Arnold Morgado, Jr., and Randall Iwase to fill the vacancies left by the recall's approval.[2]
Recall vote
The vote to recall Akahane was 12,052 to 6,849, the vote to recall Matsumoto was 8,854 to 7,896, and the vote to recall Pacarro was 6,620 to 6,539.[3]
Recall supporters
The recall effort was initiated after Akahane, Matsumoto, and Pacarro changed their party affiliations from Democratic to Republican. The recall was organized by Councilmember Patsy Mink, a Democrat who lost her position as chairman after partisan control of the council shifted. Mink alleged that Honolulu Mayor Frank Fasi, a Republican, had offered the three councilmen positions in his administration with better pensions if they changed their party affiliations.[3]
The Honolulu City Council became nonpartisan after a 1992 amendment to the city's charter.[2]
Recall opponents
Akahane, Matsumoto, and Pacarro said that they changed their party affiliations in order to work more productively with Fasi and accomplish more for their constituents.[3]
