An effort in Kamiah, Idaho, to recall Councilmembers Paul Schlader, Glen Hibbs, and Dan Millward was initiated in January 2019.[1]
The Lewis County Clerk validated the recall petitions on March 15, 2019, but the county clerk later reversed that decision after it was found that the signature gathering process had not followed state code. The initial batch of signatures submitted by recall organizers did not meet the required 110 signatures after a number of signatures were found to be invalid. Organizers submitted additional valid signatures at a later date to reach the threshold of 110 signatures.[2] State code 34-1706 says, "all petitions with attached signature sheets shall be filed on the same day with the secretary of state, county clerk, or city clerk, as the case may be."[3]
Recall vote
The recall election was held on May 21, 2019. According to the Lewis County Clerk's office, each council member needed an equal number of votes for recall that they received in the most recent election—170 votes for Hibbs, 161 votes for Millward, and 98 votes for Schlader.[4]
Recall supporters
Former Councilmember Henry Bailey initiated the recall effort. He accused the three officials of micromanaging city employees, disrupting city government and trying to undermine the mayor, Betty Heater.[1]

The number of valid signatures required for a recall election is 20 percent of the number of persons that voted in the last preceding election for the office of incumbent being recalled. Circulation of the recall petition must be completed within 75 days after the form of the recall petition is approved for circulation.
Recall organizers submitted 110 signatures—109 signatures were required to put the recall on the ballot. The recall election was initially scheduled for May 21, 2019. Issues with the signature gathering process prevented the recall from making it onto the ballot.[2]
