An effort to recall all seven members of the city council did not go to a vote in Morgantown, West Virginia.[1][2]
The officeholders subject to the recall campaign were M. Joe Abu-Ghannam, Bill Kawecki, Ixya Vega, Jennifer Selin, Danielle Trumble, Dave Harshbarger, and Brian Butcher. Abu-Ghannam, Trumble, and Butcher were re-elected during Morgantown's municipal election on April 25, 2023. Vega did not run for re-election.[3][4]
Recall supporters
Resident Todd Stainbrook initiated the recall campaign. He said that the council's policies concerning sick time, overtime, and paid time off had led to low morale and understaffing at the fire and police departments.[1][5]
Recall opponents
Councilman Bill Kawecki said about the recall campaign, "Some people are looking for issues to promote their own activities, unfortunately, and ignoring all the good things that have been occurring. ... As a city we have our problems, but I think we have the same problems everybody else has. Sometimes it's magnified in that we seem to be the gathering place for all these various activities. But I think that's what has attracted people to this area and has made this a great community in the past that continues to move forward."[6]
Path to the ballot

For a recall election to be scheduled, organizers would have needed to collect signatures equal to 20% of registered town voters as of the previous municipal election.[7] If the recall was successful, the city council vacancies would have been filled by special election.[8]
