An effort to recall City Councilmembers Heather Sloop, Joella West, and Dakotah McGinlay did not qualify for the ballot in Steamboat Springs, Colorado.[1][2]
Recall supporters
Recall supporters said that the grounds for the recall was the officeholders' support for a tax increase on short-term rentals. Robin Craigen, recall organizer and president of the property management company Moving Mountains, said the tax would negatively impact lodging and tourism businesses in the city. Craigen said that he favored an increase in sales tax or lodging tax for both short-term rentals and hotels.[1]

Heather Sloop gave the following comment to Steamboat Pilot & Today: “You have an election every two years, and it’s a majority election. ... If someone doesn’t like a policy, they can change it at the ballot box.”[1]

The city clerk's office approved the recall petitions for circulation on July 28, 2022. Organizers had 60 days to submit signatures.[3] To force a special recall election to have been scheduled, organizers needed to collect around 1,000 signatures, which represented 10% of voter turnout in the most recent election.[1]
Organizers abandoned the recall effort after shifting focus to campaigning against the short-term rental tax directly.[2]
