The city government of Cincinnati blends elements of the strong-mayor and council-manager systems. While the mayor serves as the city's chief executive officer and the city council serves as the city's primary legislative body, a city-manager, whom the mayor appoints and the city council approves, serves as the city's chief administrative officer.[1]
