A City of Blythe Hotel Tax Advisory Question, Measure Y ballot question was on the November 4, 2014 election ballot for voters in the city of Blythe in Riverside County, California. It was approved.

If the City of Blythe Hotel Tax measure had been approved, Measure Y would have asked if revenues from the tax should be used to fund road maintenance; fire and police departments; improvements to the community and recreation centers and code enforcement.[1]

Ballot question

The question on the ballot appeared as:[1]

Advisory Vote Only. Shall road improvements and maintenance, the fire department, the police department, city promotion, community center enhancements, recreation center enhancements, and code enforcement (enhancing the appearance) be given priority in receipt of additional revenue generated, if either Measure "w" (Sales Tax 0.5% Increase) or Measure "x" (Transient Occupancy Tax 3% Increase), or if both of them, is/are approved by the voters? [2]

Impartial analysis

The following impartial analysis was prepared for Measure Y:[1]

Measure “Y” is an advisory measure concerning the expenditure of the potential revenue generated by Measure “W” and Measure “X” in the event that either or both measures are approved by a majority vote. Measure “Y” was placed on the Ballot by the Blythe City Council.

Measure “Y” does not increase taxes.

Rather, Measure “Y” asks Blythe voters whether they believe funding of certain City services should be given priority in receipt of the additional revenue generated from the tax increases proposed by Measures “W” and/or “X”. Specifically, voters are asked whether road improvements, road maintenance, the fire department, the police department, city promotion, community center enhancements, recreation center enhancements and code enforcement should receive priority in receipt of additional revenue generated by Measures “W” and/or “X”, should either or both measures pass.

If a majority of the voters approve Measure “Y,” it will be an indication to the City Council of how voters believe the proposed increase in City revenues should be spent.

Although the City Council is not obligated to spend the proposed increase in revenues generated by Measures “W” and/or “X” according to the advisory vote, the City Council may choose to do so as an expression of the will of the voters.[2]
