Measure S: "Shall the existing one percent (1%) Transactions and Use Tax be re-authorized and extended for a period of not more than five (5) years, unless terminated sooner by the City Council or unless extension or re-authorization is approved by the voters of the City at an election called for that purpose, the proceeds of said tax to be utilized for general purposes?"[1]
