The question on the ballot:

Measure P: The City of Guadalupe Vital Public Service Protection Measure. To help preserve, enhance and improve the infrastructure, safety and character of Guadalupe, shall an ordinance be adopted to increase the City of Guadalupe utility users tax from 5 percent to 7.5 percent for a period of six years?[1]
