A City of Holtville Utility Users Tax, Measure C ballot question was on the November 4, 2008 ballot for voters in the City of Holtville in Imperial County, California, where it was defeated.
If Measure C had been approved, it would have increased the city's utility user tax by 4%. The revenue would have gone to funding the police department. Because the funds would have earmarked for a specific use, a two-thirds (66.67%) vote was required for approval, rather than the simple majority vote it normally takes to approve a utility user tax when the revenue goes into a governmental entity's general operating fund.
