A City of Parlier Police and Fire Special Parcel Tax, Measure S ballot question was on the November 4, 2014 election ballot for voters in the city of Parlier in Fresno County, California. It was defeated.

If approved, Measure S would have authorized the city to impose a special parcel tax for five years at the following annual rates:[1][2]

  • $180 for single-family residential parcels
  • $480 for commercial parcels
  • $2,400 for industrial parcels
  • $300 for first unit + $100 for each additional unit in multi-family residential parcels e.g. three-unit buildings would be charged $500 per year
  • $300 per acre of undeveloped properties, with a maximum of $1,200 per parcel

This tax was narrowly rejected by voters in June of 2014. Although 64.19 percent of electors voted "yes," the measure did not garner the required 66.67 percent approval rate. Officials estimated the tax would bring in about $425,000 per year in revenue if approved.[3]

The tax proposed by Measure S was a special tax with revenue dedicated solely to police and fire protection services.[1]

A two-thirds (66.67%) vote was also required for the approval of Measure S.

Ballot question

The question on the ballot:[1]

To maintain the current Parlier Police Department and Fire protection services, shall the City of Parlier be authorized to levy a parcel tax as set forth in Council Resolution 2014-44 for a period of 5 years and subject to an annual audit?[4]
