A City of Santa Ana Utility Users Tax, Measure AA ballot question was on the November 4, 2014 election ballot for voters in the city of Santa Ana in Orange County, California. It was approved.

Upon approval, Measure AA authorized the city of Santa Ana to continue levying its utility users tax at a rate of 5.5 percent, reduced from 6 percent. This tax was levied on all telephone, electricity, gas and water services in the city.[1]

It also:[2]

  • applied the utility users tax to cellular phone service, rather than just hard lines
  • modernized and clarified the language used in the city's utility tax law
  • eliminated a maximum tax cap of $11,000 for the utility tax

Arguments in favor

The following was submitted as the official arguments in favor of Measure AA:[4]

Asking voters to approve a Utility User Tax (UUT) ordinance is never an easy or popular choice, but the Mayor and City Council members unanimously voted to put the measure on the ballot because it is in the City's best interests.

The City's recently adopted Strategic Plan provides for financial stability and equality and this measure delivers both. The UUT generates millions of dollars for general city services and must be modernized to protect the revenue. The measure will apply to modern technology like cellular service; it will provide equality by eliminating a maximum tax cap of $11,000 for the largest utility consumers it reduces the tax from 6% to 5.5%. Yes, it reduces the tax.
