A City of Scottsdale Water Utility Distribution Franchise Authorization, Question 5 ballot question was on the November 5, 2013, election ballot in Maricopa County, which is in Arizona. It was defeated.
If approved, this measure would have authorized the city of Scottsdale to grant a franchise to EPCOR Water Arizona Inc. And Chaparral City Water Company to operate a drinkable water distribution system in the city.[1]

Text of measure
The question on the ballot:
| Shall a Franchise be granted to EPCOR Water Arizona Inc. and Chaparral City Water Company to maintain and operate a potable water distribution system in the City of Scottsdale and future additions thereto, in accordance with the Agreement submitted by the Mayor and City Council of the City of Scottsdale, Arizona, to the qualified electors of said City?
A “for the franchise” vote shall have the effect of granting a Franchise to EPCOR Water Arizona Inc. and Chaparral City Water Company. An “against the franchise” vote shall have the effect of denying the Franchise to EPCOR Water Arizona Inc. and Chaparral City Water Company.[1][2] |
