The following question appeared on the ballot:[1]

Shall Ordinance No. 2279 be approved to amend the city’s municipal code to eliminate illegal qualification requirements, require professional recruitment for the city manager, require that hiring and retention of the city manager be based on skills and experience, eliminate requirement that interim city manager be selected only from department heads, eliminate most restrictions on removal of the city manager, and provide that any appointment which violates state or local law is null and void?[2]
