Following his move to St. Louis in 1989, Clay served as Chair of the Missouri Association of Community Colleges and the American Association of Community Colleges. While lobbying in Washington DC (1990), Clay met with the Senior Democrat in Congress, Congressman Gus Hawkins. The Congressman read Clay's white paper, "Reaganism and the Rise of the Confederate Ideal." Clay was hired by Congressman Gus Hawkins on the spot to work on Title IV and VII. Clay is also the founder of the Federation of Christ Jesus Transitional Home for Men (2017).
