Clay Chastain
Clay Chastain ran for election for Mayor of Kansas City. He lost in the general election on June 20, 2023.
Chastain is a transportation activist known for collecting signatures in support of light rail in Kansas City, Mo. Chastain was a 2015 candidate for Mayor of Kansas City.[1][2]
Career
Clay Chastain began his career in Kansas City politics with an interest in transportation, light rail, and the city's unused Union Station. He began in the 1990s with proposals involving restoring Union Station into a transportation hub and then in building a light rail system that would connect the city and its airport. In 2015, despite living primarily in Bedford, Va., Chastain ran for Mayor of Kansas City. He campaigned on building a light rail system throughout the city, according to his campaign's website:[3]
“ | Kansas City cannot grow and prosper (nor be a great place to live) without a modern, attractive, and well-functioning public transportation system. An exciting citywide rail-based transit system will not only save people time, money, and hassle in getting to jobs and major destinations, but will also serve as an economic catalyst attracting back to the city new residents, commerce, business, and JOBS.[4] | ” |
Petition drives
Since the beginning of his career as an activist, Clay Chastain has collected signatures for transportation issues in Kansas City. He placed a number of initiatives on the ballot concerning the construction of light rail in the city throughout the 1990s and 2000s.[5]
2006
In 2006, Chastain sponsored a referendum that would have increased the sales tax in Kansas City by 3/8 cent for 30 years. The increase was to pay for a light rail system that would serve the Kansas City International Airport and the city's zoo. The plan was overturned by the city council because it was deemed "underfunded and unfeasible."[6]
1999
Chastain collected enough signatures to have a sales tax increase referendum put on the ballot in 1999. The referendum would have raised taxes to fund a light rail system in Kansas City.[7]
1995
One of Chastain's earliest signature drives was his successful attempt to halt a planned demolition of Kansas City's Union Station. Chastain aimed to "turn it into a rail hub and transportation museum." According to The Southeast Missourian, Chastain collected the required number of petition signatures to have the matter placed on the ballot, but the city refused. Chastain then sued the city, when the judge ordered the referendum to be placed on the ballot. The election had passed by the time the appeals process ended; Union Station was not demolished and was rededicated in November 1999.[7]

The city of Kansas City, Missouri, held nonpartisan elections for mayor and city council on June 23, 2015. A primary election took place on April 7, 2015. The filing deadline for candidates who wished to run in this election was January 13, 2015.[8][9]
In the primary election for mayor, incumbent Sly James and Vincent Lee advanced past Clay Chastain. James defeated Lee in the general election on June 23.[10][11][12]
