Clinton Woodbury Howard (1864-1937) was a federal judge on the United States District Court for the Western District of Washington.

He received a recess appointment from President William Howard Taft on August 26, 1912 to fill a seat vacated by Cornelius Holgate Hanford.[1] On December 3, 1912, he was nominated. The Senate, however, did not confirm this nomination, so his service ended on March 3, 1913. Howard was succeeded in this position by Jeremiah Neterer. Howard died on February 23, 1937.
