Cluster Howard (Democratic Party) was a member of the Kentucky House of Representatives, representing District 91. Howard assumed office on January 1, 2019. Howard left office on December 31, 2020.

Howard (Democratic Party) ran for election to the Kentucky House of Representatives to represent District 91. Howard won in the general election on November 6, 2018.

On December 26, 2019, Howard announced that he would not seek re-election in 2020.[1]

Howard is a former Democratic member of the Kentucky House of Representatives. He represented District 91 from 2015 to 2017.

Biography

Cluster Howard was born in Jackson, Kentucky. He earned an associate degree from Lee’s College, a bachelor of arts from Berea College, and a master's degree from Morehead State University. Howard’s career experience includes working as a professor of health with Hazard Community & Technical College. He has been a member of the Breathitt County War Memorials.[2]

The signature filing deadline for candidates wishing to run in this election was January 28, 2014. Cluster Howard defeated Arch Johnson Jr. in the Democratic primary, while incumbent Gary "Toby" Herald ran unopposed in the Republican primary. Howard defeated Herald in the general election. Unofficial results put Howard ahead by 15 votes, with the official count reducing the margin to 14.[7][8][9]
