Cody Holt is the former at-large representative on the School District U-46 school board in Illinois. First elected in 2015, Holt lost a re-election campaign in the at-large general election on April 4, 2017.

Three seats on the School District U-46 Board of Education were up for election on April 4, 2017. Incumbents Veronica Noland and Donna Smith and newcomer Melissa Owens won seats in the race. Incumbent Cody Holt and challenger Enoch Essendrop were defeated in the race.[2][3][4]

School board candidates in Illinois were required to file campaign finance reports if they did one or both of the following:[5]

  • Accepted contributions or made disbursements in an aggregate amount of more than $5,000 during the calendar year
  • Accepted contributions or made disbursements in an aggregate amount of more than $5,000 during the calendar year for communication via television, radio, or internet in support of or in opposition to a candidate, political party, or public policy

The first campaign finance deadline was February 27, 2017, and the second campaign finance deadline was April 3, 2017.[6]

Holt reported no contributions or expenditures to the Illinois State Board of Elections in the election.[7]

Five of the seven at-large seats on the School District U-46 Board of Education were up for general election on April 7, 2015. Four of the seats were up for election to four-year terms. One was up for election to a two-year term.

The seats of incumbents Maria Bidelman, Amy Kerber, Linda Campos-Moreira, Traci D. Ellis and Jennifer Shroder were on the ballot. Bidelman, Kerber and Campos-Moreira did not file to run for re-election. The race for the four four-year term seats featured incumbents Ellis and Shroder and the following six candidates: Lawrence "Larry" Bury, Phil A. Costello, Susan E. Kerr, Ed Novak, Arisleyda Taylor and Jeanette Ward. Two candidates, Cody Holt and Kai Rush, ran for the two-year term seat. Brian Sauvageau filed to run for a four-year term seat but withdrew his candidacy in February 2015. Because of this, his name did not appear on the ballot.

Ellis won re-election to a four-year term. Challengers Ward, Kerr and Costello also won four-year term seats. Holt defeated Rush to win the two-year term.

Funding

School board candidates in Illinois are only required to file campaign finance reports if they accept contributions or make expenditures in excess of $5,000 in a 12-month period.[9]

Holt began the race with an existing account balance of $140.00 from his previous campaign. He reported $1,880.00 in contributions and $0.00 in expenditures to Illinois State Board of Elections, which left his campaign with $2,020.00 in the election.[10]

Campaign themes

2015

Holt highlighted the following issues on his campaign website:

One of the major issues that I have been very vocal about is the issue of taxation. I have spoken out and opposed the previous two unfair budgets and tax increases.

Ultimately, the budgeting process plays a large role into the tax burden. Over the previous five years the district has increased its expenditure line in the budget by $100 million dollars. These budgets increased the number of administrators and programs outside the classroom. They have also led to the district having a $50 million dollar surplus. I believe it is time to keep the budget flat or to eliminate wasteful spending within it to save the taxpayers money.

The district may claim that they have increased the budget on average 1.5% a year for the previous five years, which is less then CPI. But I would contend that the average taxpayer in U-46 has seen on average 5% plus increases on their tax bills. I believe it is finally time for the hardworking taxpayers of U-46 to have a break.
