Three of the five seats on the Coeur d'Alene Public Schools board of trustees in Idaho were scheduled to be up for by-district general election on May 16, 2017, but the election was canceled due to lack of opposition. Newcomer Lisa May was elected to the Zone 1 seat that was left open when incumbent Chista Hazel did not file to run for re-election. John Rubert initially filed to run against May in the election, but he withdrew from the race. Incumbents Dave Eubanks and Tom Hearn, the only candidates to file for the Zone 4 and 5 seats, respectively, were re-elected to the board by default.[1][2][3][4]
The 2017 election's 100 percent unopposed rate was higher than the 50 percent unopposed rate from the district's 2015 election. Newcomers took both seats on the ballot that year, whereas the 2017 election added one newcomer to the board. Click here for more election trends in the district.

Voter and candidate information
The Coeur d'Alene board of trustees consists of five members elected to four-year terms. Elections are held on a staggered basis every May of odd-numbered years. Two seats—Zones 2 and 3—were up for election on May 19, 2015, and three seats—Zones 1, 4, and 5—would have been up for election on May 16, 2017, if the election had not been canceled.[5]
Idaho school board candidates had to be at least 18 years old, eligible to vote in the school district, and residents of the zone they sought to represent.[6] To get on the ballot, school board candidates had to file by March 17, 2017. The withdrawal deadline was April 1, 2017.[7]
Citizens of the school district could pre-register to vote in this election until April 21, 2017. Same-day registration was also available.[7] Photo identification was required to vote in Idaho.[8]

The 2017 Coeur d'Alene board of trustees election was guaranteed to re-elect two incumbents and add one newcomer to the board as every candidate was unopposed. In the district's 2015 election, half of the seats had unopposed races. One incumbent ran for re-election that year, but was defeated by a newcomer. A second newcomer won the unopposed, open seat.

Issues in the district
Voters approve $68 million bond and levy
Voters approved a $35.5 million construction bond and $32 million operating levy for the Coeur d'Alene school district on March 14, 2017. The levy required 50 percent of the votes cast plus one additional vote to pass, and it received 79 percent. The bond required 66 percent of the votes cast to pass, and it received 77 percent.[11][12]

Coeur d'Alene Public Schools is located in northwestern Idaho in Kootenai County. The county seat is Coeur d'Alene. Kootenai County was home to an estimated 150,346 residents in 2015, according to the United States Census Bureau.[13] The district was the sixth-largest school district in the state in the 2014-2015 school year and served 10,459 students.[14]
Demographics
Kootenai County underperformed compared to Idaho as a whole in terms of higher education achievement between 2011 and 2015. The United States Census Bureau found that 23.3 percent of county residents age 25 and older had attained a bachelor's degree, compared to 25.9 percent of state residents. The median household income in the county was $49,403, compared to $47,583 for the entire state. The poverty rate in Kootenai County was 14.7 percent, while it was 15.1 percent statewide.[13]
