The ballot title for Proposal No. 1 was as follows:

An amendment to the constitution of the State of Colorado providing for the reorganization of the judicial department, by the repeal of present Article VI of said constitution, and the enactment of a new Article VI relating to the judicial department; and by the repeal of Section 11 of Article XIV of said constitution relating to justices of the peace and constables,
