Ballot title

The ballot title for Amendment 3 was as follows:

An Act to Amend Section 13 of Article XII of the State Constitution Affecting State Civil Services Providing for Appointments, Promotions, Retentions, and Retirements of Persons Therein. Excluding Certain Positions Therefrom; Establishing a Civil Service Commission, and Requiring Laws to Carry Out the Provisions of the Section.
