The ballot title for Measure 5 was as follows:
“ | AN ACT TO AMEND ARTICLE XXV OF THE CONSTITUTION RELATING TO OLD AGE PENSIONS AND PROVIDING AFTER JULY 1ST, 1941, FOR OLD AGE PENSIONS OF THIRTY DOLLARS ($30.00) PER MONTH, LESS OTHER INCOME, TO ALL NEEDY RESIDENT CITIZENS OVER SIXTY-FIVE (65) YEARS OF AGE WHO SHALL QUALIFY BY LAW THEREFOR. SUCH PENSIONS TO BE A FIRST CHARGE, TOGETHER WITH ALL EXPENSES, AGAINST THE GENERAL FUND. PRESENT OLD AGE PENSION LAWS REMAIN IN EFFECT UNTIL JULY 1ST, 1941. | ” |
