AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF COLORADO ESTABLISHING THE OFFICE OF STATE PRINTER AND A PRINTING BUILDING COMMISSION, PRESCRIBING THE POWERS AND DUTIES THEREOF AND MAKING A TAX LEVY TO CARRY OUT THE PURPOSE OF THE AMENDMENT.
