AN ACT TO SUBMIT TO THE QUALIFIED ELECTORS OF THE STATE OF COLORADO AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF COLORADO, BY ADDING THERETO ARTICLE XXIII, TITLED “PUBLICATION OF LEGAL ADVERTISING.”
