A Colusa Mosquito Abatement District Parcel Tax Measure ballot question was on the September 2, 2014 election ballot for voters in the Colusa Mosquito Abatement District in Colusa County, California, where it was approved.

This measure authorized the district to impose a parcel tax on district property owners at the following annual rates:[1]

  • $58.84 per parcel for commercial, industrial and office property
  • $58.84 per parcel for agricultural property

The measure also authorized a gann override for the district, authorizing it to spend the revenue received from this new tax.[1]

Ballot question

The question on the ballot:[1]

To provide comprehensive, year-round mosquito and vector control, and disease monitoring services in order to suppress mosquito population levels and reduce transmission of diseases such as West Nile virus and other diseases, to protect public health, enhance the usefulness, desirability and safety of property, and protect economic activity while using environmentally friendly methods, shall an annual special property tax be authorized with revenue staying in our local community for mosquito control and disease prevention?[2]

Impartial analysis

The following impartial analysis of this measure was provided by the office of the county counsel:[1]

By this measure, the Board of Trustees of the Colusa Mosquito Abatement District (hereafter “CMAD”) seeks voter approval to establish a new special tax imposed upon taxable parcels of real property within the District, for the purpose of providing comprehensive, year-round mosquito and vector control, and disease monitoring services.

The amount of the proposed special tax varies depending upon the type of use of the property. The annual special tax rate is $29.42 per residential property with one or more dwelling units; $29.42 for unimproved vacant property; $58.84 for commercial, industrial, office and recreational facilities, and $58.84 for agricultural property. The amount of the proposed special tax is more fully set forth in the CMAD Resolution 3/31/14A and would be subject to an annual increase depending upon an increase in the Consumer Price Index (not to exceed 3% per year).

This measure also seeks voter approval to increase the District’s appropriation limit in order to allow the District to retain and spend the taxes levied by the District, should this special tax be approved by voters.

This measure shall not become effective unless approved by a two-thirds vote of the registered voters voting on this measure. If approved by a 2/3 majority of those voting on this measure, the special tax will become effective immediately, and collected beginning with the 2014-15 fiscal year. A “yes” vote on this measure means that the voter approves of establishing a new special tax and also approves of an increase to the District’s spending limit to an amount equal to all revenues received by the District.

A “no” vote on this measure means that the voter does not approve the establishment a new special tax, and increasing the District’s spending limit. If approved by the voters, the special tax may be collected by the County of Colusa as other taxes are normally collected. The County would be authorized to retain an administrative fee for collection before disbursement to the District.[2]
