Three seats on the Community Consolidated School District 15 Board of Education were up for general election on April 7, 2015.[1]

Incumbents Scott Herr, Gerard Iannuzzelli and Manjula V. Sriram were up for re-election. Herr did not file to run for re-election, leaving Iannuzzelli and Sriram to run against the following five challengers: Frank Annerino, David Gurion, Zubair Khan, Jessica C. Morrison and Joshua N. Perry.[1][2] Sriram won re-election to the board, and Morrison and Khan won the other two seats.[3]

Two candidate slates emerged in this election. Incumbents Gerard Iannuzzelli and Manjula V. Sriram formed a slate with challenger Frank Annerino called "Vote 1-2-3 for District 15," referencing their ballot placements. Challengers David Gurion, Zubair Khan and Jessica C. Morrison also formed a slate. Both groups asked voters to place all three candidates in the slate on the school board.[4][5] Neither candidate slate fully won. Sriram from "Vote 1-2-3 for District 15" retained her seat, and only two of the three candidates from the challenger slate won seats on the board.[3]

After the board failed to agree on appointing a new candidate to a vacant seat, the regional superintendent appointed a former member to the position. Gerald D. Chapman, who was ousted from the board in the 2011 general election, was appointed to serve a two-year term.

Prior to the election, all seven school board candidates attended a candidate forum to discuss changing school boundaries and expanding STEM programs.

Community Consolidated School District 15 is located in Cook County, Ill.

Community Consolidated School District 15 is located in Cook County in northeastern Illinois. The county seat of Cook County is Chicago. Cook County was home to 5,240,700 residents in 2013, according to the United States Census Bureau.[6] During the 2011-2012 school year, Community Consolidated School District 15 was the 19th-largest school district by enrollment in Illinois and served 12,663 students.[7]

Demographics

Cook County outperformed the rest of Illinois in terms of higher education achievement in 2013. The United States Census Bureau found that 34.7 percent of Cook County residents aged 25 years and older had attained a bachelor's degree compared to 31.4 for Illinois as a whole. The median household income for Cook County was $54,548, while it was $56,797 for the entire state. The poverty rate in Cook County was 16.9 percent compared to 14.1 percent statewide.[6]

Voter and candidate information

The Community Consolidated School District 15 Board of Education consists of seven members elected at-large to four-year terms. A general election was held on April 7, 2015. Four seats were up for election in 2013, and three seats were up for election in 2015.[12][13]

To get on the ballot, school board candidates had to file a notarized statement of candidacy and nominating petitions with the Cook County Clerk's Office during the filing period. The filing period began December 15, 2014, and ended December 22, 2014. Candidates could also file an optional loyalty oath at that time. A statement of economic interests also had to be filed by December 22, 2014, but candidates could file that prior to the start of the filing period. The nominating petitions had to include the signatures of 50 voters residing in the school district and could not be circulated until September 23, 2014.[14]

To vote in this election, voters had to reside in the school district for at least 30 days prior to the election. They also had to register to vote by March 10, 2015. Early voting was available for registered voters starting March 23, 2015, and ending April 4, 2015.[15][16]

Endorsements

The Daily Herald endorsed incumbent Manjula V. Sriram and challengers Jessica C. Morrison and Zubair Khan.[17] Sriram, along with fellow incumbent Gerard Iannuzzelli and challenger Frank Annerino, was also endorsed by the organization Citizens For Accountability in District 15 and District 211.[18]

Campaign finance

School board candidates in Illinois are only required to file campaign finance reports if they accept contributions or make expenditures in excess of $5,000 in a 12-month period.[19]

No contributions or expenditures were reported during the election, according to the Illinois State Board of Elections.[20]

Candidate forum

All seven candidates who ran for a seat on the Community Consolidated School District 15 Board of Education attended a candidate forum hosted by the Northwest Suburban Council PTA/PTSA on March 31, 2015. In front of an audience of 100, the candidates discussed school boundaries and expanding STEM programs.[21]

School boundaries

Most candidates said they believed children should attend school in their own neighborhoods. Challenger Frank Annerino said he would be in favor of reducing boundaries in regards to class size, and incumbent Manjula V. Sriram said she would support redistricting the schools if the administration asked the board to look into it, as long as all programs were offered at all schools. Challenger Jessica C. Morrison also said she would look to the administration for guidance, but she said she also wanted to hear from the community.[21]

Incumbent Gerard Iannuzzelli said the district should not bus students to schools outside their neighborhoods, but he was in favor of looking into implementing academies for the gifted or other similar programs.[21]

Expanding STEM programs

Sriram, Annerino and Iannuzzelli supported expanding STEM education programs, which includes science, technology, engineering and math.[21]

“The U.S. needs to continue to build the economy and to do that you need to develop and implement these programs across the board,” said Annerino.[21]

Challenger Zubair Khan said kids need to be well-rounded. In order to do that, he said the district should not only focus on STEM programs.[21]

Former member appointed to board by regional superintendent

Former board member Gerald D. Chapman was appointed to the Community Consolidated School District 15 Board of Education by regional Superintendent Bruce Brown in March 2015. That duty, normally undertaken by the Board of Education, was passed to Brown when the board could not agree on a candidate to fill the vacancy left by former Vice President Richard Bokor. Bokor died of cancer in January 2015, and the board had 45 days to fill his position under Illinois law, which they failed to do.[22]

Chapman was appointed to serve until April 2017. He previously served on the board for a four-year term and was voted out of office in 2011.[23] Chapman is a retired teacher and former superintendent of the Township High School District 211.[22]
