Republicans held the sole office of the comptroller—also known as the controller—up for election in 2016. Although Republicans were at a greater relative risk than Democrats, Republicans controlled a plurality of comptroller seats across the country.
Overview
The comptroller, also known as the controller, is a state-level position in 13 states. Most comptrollers and controllers share duties similar to state treasurers, exercising varying powers related to budgetary and management matters.
One state was scheduled to hold a special comptroller election in 2016. Illinois held a comptroller election in 2014, when voters re-elected Judy Baar Topinka. However, Comptroller Topinka passed away in 2014.

The partisan breakdown of comptrollers remained relatively unchanged after the 2014 elections. Nevada was the only state where control passed from a Democrat to a Republican. Heading into the 2016 elections, Democrats held four comptroller seats and Republicans held six seats. The only seat up for election was held by a Republican.

Elected vs. appointed
Only three states that have a statewide governmental controller position authorize the governor to appoint an individual to the office. The Alaska comptroller, Colorado controller and New Jersey comptroller are appointed by the governor, while the Tennessee comptroller of the treasury is elected by the General Assembly. The nine other states—California, Connecticut, Idaho, Illinois, Maryland, Nevada, New York, South Carolina, and Texas—have opted to have public voters select these officeholders.
