Carl DeMaio, chairman of the group Reform California, led the recall effort. Reform California offered the following explanation for the recall:[2]

Carlsbad City Councilmember Cori Schumacher has created a toxic environment in our city and she must be recalled from office before more damage is done.

Schumacher threatened working families and struggling small businesses with sweeping fines and enforcement penalties - and aggressively fought reopening our schools as our children suffered.

Schumacher’s bad policies pale in comparison to her bad behavior. In March 2021 a Superior Court judge found Schumacher liable for harassment and retaliation against several of her constituents - and her misdeeds could now end up costing taxpayers more than $100,000!

Recall opponents

Schumacher responded to the recall effort by saying, "It makes sense that the GOP has finally figured out that it needs to attack what it considers to be vulnerable local elected officials in order to control the pipeline, the local political pipeline for the next 2 to 6 years."[4]
