Claudia Balducci and Girmay Zahilay are running in the nonpartisan general election for King County executive on November 4, 2025. The county executive leads county employees, manages the biennial budget, and delivers services to county residents.[1]

This is the first election since 2009 in which former incumbent Dow Constantine is not on the ballot. Constantine resigned in March 2025 to become CEO of Sound Transit. The King County Council appointed Shannon Braddock interim county executive on April 1, 2025. Braddock did not run for election following her appointment.[2][3]

Balducci and Zahilay advanced from the primary on August 5, 2025. They defeated six other candidates, with Zahilay receiving 44.2% of the vote and Balducci 29.8%. Though the position is officially nonpartisan, both Balducci and Zahilay are Democrats.[4]

Balducci and Zahilay currently serve on the King County Council. The Cascadia Advocate's Henry Leyden writes, "[Balducci and Zahilay] have repeatedly voiced agreement on values, principles, and policy directions. Both are emphasizing housing, public safety and transportation as priorities in their campaigns, and both would govern as progressives. That has led many Democratic activists and nonprofit leaders to conclude that King County will be in good hands regardless of which frontrunner prevails."[5]

Despite these similarities, Democrats and progressive organizations have split their endorsements between the two. Notable endorsements for Balducci include Washington Auditor Pat McCarthy (D), U.S. Rep. Marilyn Strickland (D), The Seattle Times, and SEIU Local 925.[6] Notable endorsements for Zahilay include Gov. Bob Ferguson (D), Washington Attorney General Nick Brown (D), U.S. Rep. Pramila Jayapal (D), and Planned Parenthood Alliance Advocates.[7]

Balducci is a labor attorney and was elected to King County Council District 6 in 2015. She says, "We deserve to feel and be safe in our communities – which is why I have delivered public safety solutions from support for law enforcement to crime prevention, and behavioral health responses. Our communities are growing increasingly expensive – which is why I fight for expanded access to affordable housing and convenient, sustainable transportation options. I’m excited for the opportunity to bring my experience, perseverance and proven record to the office of County Executive."[8][9]

Zahilay is a business attorney and was elected to King County Council District 2 in 2019. The council unanimously appointed him chair on January 14, 2025.[10] He says he is running "because he believes we can extend safety and opportunity to every resident. ... He will work to attract major employers while nurturing a supportive landscape for small businesses. He will champion safe neighborhoods so that small businesses can thrive and cut red tape so they can prosper. He will support strong labor standards and good pay, and do everything possible to promote a healthy workforce."[11][12]

The county executive serves four-year terms. However, the winner of this election will only serve a three-year term following the passing of Amendment 1 in 2022, which moved King County elections from odd years to even years. The winner of the county executive election in 2028 will return to serving a four-year term.[13][14]

Balducci cited her leadership experience as Bellevue's mayor: "As Mayor, she stood up to entrenched interests and won tough battles to bring light rail to Bellevue, open the city’s first emergency shelters, and expand affordable housing. She is credited with helping create the first-ever permanent supportive housing and men’s shelter on the Eastside."


Balducci said she founded and chaired the Affordable Housing Committee, and that affordable housing was her top priority: "I will work to expand all types of supply (rental and ownership, subsidized and market rate) with a goal of delivering 44,000 affordable homes in the next five years."


Balducci said of her goal to improve public safety: "When people call for help, help should arrive, prevent crime, and keep people safe. At the same time, we will never arrest our way to a healthy community ... Educational opportunities, job pathways, access to arts and culture and the outdoors, and more— all of these are investments that help to build safe communities."


Balducci said building a diverse and accessible public transportation system was a top priority. "I’ve fought for years to bring to life a new vision for transportation in our county, working hard to expand transit options, active transportation, innovative transportation solutions, and to prioritize road safety. I’m proud to have been the force behind light rail on the Eastside (you can ride it now!), as well as investments in RapidRide, bike and pedestrian safety improvements, and regional trails," she said.

Zahilay said he wanted to "transform King County into the nation’s strongest economy." He said he would do so by "[attracting] major employers while nurturing a supportive landscape for small businesses ... championing safe neighborhoods so that small businesses can thrive and [cutting] red tape so they can prosper ... [supporting] strong labor standards and good pay, and [doing] everything possible to promote a healthy workforce."


As a councilmember, Zahilay said he brought "unprecedented investments in ... affordable housing" to Skyway, a neighborhood that experienced disinvestment. As county executive, he would "dramatically increase investments in affordable housing while making it significantly easier for the private sector to build."


Zahilay said he would improve public safety by supporting "smart, comprehensive strategies including expanding our region’s first responder systems so they can handle every category of emergency, fixing the county’s struggling criminal justice system, addressing the root causes of crime like poverty and addiction, investing in youth enrichment and intervention programs, and working to eliminate gun violence in every neighborhood."


Zahilay said he was "dedicated to preserving King County’s natural beauty and environmental health, championing clean air, clean water, and accessible green spaces for all. To connect communities and drive opportunity, he advocates for frequent, reliable public transit that serves every corner of the county."
