Craig J. Coughlin (Democratic Party) is a member of the New Jersey General Assembly, representing District 19. He assumed office in 2010. His current term ends on January 13, 2026.
Coughlin was born in 1958.[1] He received a bachelor's degree from St. John's University and a J.D. from St. John's Law School.[2] After graduating law school, he served on the South Amboy Public Schools Board of Education from 1983-1987 and the South Amboy City Council from 1987-1993.[3] After working as an attorney in private practice, Coughlin served as a municipal court judge for the Township of Edison from 2005-2009.[3]
In 2009, John O'Leary, the Democratic candidate for the 19th Assembly district, withdrew from the race. Coughlin won the nomination to replace him at a special convention and was elected that November.[4] Coughlin served as the chamber's deputy parliamentarian from 2014 to 2015, and served as the chamber's parliamentarian from 2016 to 2017.[5]
In 2017, Coughlin was elected speaker of the Assembly, succeeding Vincent Prieto (D).[6][7] NJ.com's Brent Johnson wrote, "Prieto...sought a third term as Assembly speaker. But he has clashed repeatedly with fellow Democrats over the last two years... Coughlin formed an alliance with powerful south Jersey and Essex County voting blocs to wrest the position away from Prieto."[8] After being sworn-in, Coughlin said of his role, "I will always look for collaboration with the Senate and with our governor, but inevitably there will be times when the Assembly must set its own course...I will not be afraid to chart that path when it is necessary."[9] In 2024, Coughlin became the first New Jersey Assembly member to serve four terms as Speaker.[10] Democrats had trifecta control during Coughlin's first four terms.
In 2012, Coughlin introduced a law easing restrictions on microbreweries, which Gov. Chris Christie (R) signed into law.[8] In 2018, he was a sponsor for a bill raising the minimum wage in New Jersey to $15.[11] In 2023, Coughlin proposed a plan called "StayNJ" that would give homeowners over 65 a tax rebate equivalent to half of their property tax.[12] The Assembly passed a revised version of the plan in 2024.[13] In 2024, Coughlin sponsored a bill expanding eligibility for the state's free school lunch program, which was signed into law by Gov. Phil Murphy (D).[14] New Jersey Monitor's Sophie Nieto-Munoz wrote that "Expanding school food programs and fighting food insecurity are top priorities for Assembly Speaker Craig Coughlin."[14]
In a January 2024 speech, Coughlin commented on the Assembly's record under his speakership, saying, "We’ve stood up for women’s rights. We stood up for workers and families. We stood up for gun safety, expanded the right to vote, and launched an all-out assault on food insecurity. We’ve rebuilt our state’s finances. Our economy is thriving, our business rankings are growing all while minimum wage has reached $15 per hour."[15]
Biography
Coughlin earned his B.S. in communications from St. John's University and his J.D. from St. John's Law School. His professional experience includes working as an attorney at the Rainone Coughlin Minchello law firm.[16][3]

2017
General election
Elections for the New Jersey General Assembly took place in 2017. All 80 seats were up for election. State assembly members are elected to two-year terms. The general election took place on November 7, 2017. A primary election took place on June 6, 2017. The filing deadline for the primary election was April 3, 2017.[17] Legislative districts in the New Jersey General Assembly are multi-member districts, with two representatives in each district. In Democratic and Republican primary elections, the top two candidates move forward to the general election, and the top two candidates in the general election are declared the winners.[18] Incumbent Craig Coughlin (D) and Yvonne Lopez (D) defeated Deepak Malhotra (R), Amarjit Riar (R), and William Cruz (Quality of Life) in the New Jersey General Assembly District 19 general election.[19][20]

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
