Measure I amended the City of Fillmore’s General Plan to create a North Fillmore Specific Plan area. This 101 acre area is allowed to have a density of 1-5 units per acre with a maximum of 350 dwelling units. A 10-acre park is included and existing industrial uses within the area were also allowed by Measure I to continue and expand.
