An effort in Groves, Texas, to recall City Councilman Cross Coburn was initiated in May 2018. The recall petition was filed on May 4, 2018, and more than the required number of signatures were returned by the deadline on May 24, 2018. Howlett was required to gather 953 valid signatures from registered city voters to require a special election. This total equals 10 percent of the city's registered voters. He submitted more than 1,000 signatures by the deadline on May 24, 2018. The attorney representing Coburn challenged the petition, saying that there were irregularities with some of the signatures that were submitted. Recall supporters re-submitted the petition to the city clerk after the petition had been returned for irregular signatures.
