Three seats on the Cupertino Union School District Board of Education were up for general election on November 4, 2014.[1][2] Anjali Kausar was the only incumbent running for re-election. Kausar faced challengers Kristen Pan Lyn, Soma McCandless and Chris Zhang.[3]

Incumbent Kausar and newcomers Pan Lyn and McCandless won the general election.

The 2014 general election was the first time the Cupertino Union School District elects board of education members in an even-numbered year. Prior to 2014, school board elections were held during odd-numbered years.[4]

Cupertino Union School District is located in Santa Clara County, California. The county seat is San Jose. Santa Clara County was home to 1,862,041 residents in 2013, according to the United States Census Bureau.[5] In the 2011-2012 school year, Cupertino Union School District was the 87th-largest school district by enrollment in California and served18,650 students.[6]

Demographics

Santa Clara County outperformed the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 46 percent of Santa Clara County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for Santa Clara County was $90,747 compared to $61,400 for the entire state. The percentage of people below poverty level for Santa Clara County was 9.7 percent while it was 15.3 percent statewide.[5]

Voter and candidate information

The Cupertino Union School District Board of Education consists of five members elected at-large to four-year terms. There was no primary election, and the general election was held on November 4, 2014. This was the first year school board elections were held in an even-numbered year.[4] Three seats were up for election in 2014, and two seats were up for election in 2016.[1][8]

School board candidates had to file with their county elections department during the candidate filing period. The filing period began July 14, 2014, and ended August 8, 2014. To vote in the 2014 general election, voters had to register by October 20, 2014. Voters could request vote-by-mail ballots from October 6, 2014, through October 28, 2014.[9]

Endorsements

The Santa Clara County Democratic Party endorsed incumbent Anjali Kausar as well as challengers Kristen Pan Lyn and Soma McCandless.[10] Democratic Activists for Women Now (DAWN) and the Silicon Valley Asian Pacific American Democratic Club endorsed Kausar and McCandless.[11][12] United for a Better Community (UBC) and the Sing Tao Daily endorsed Lyn and fellow challenger Chris Zhang.[13][14]

Former Cupertino Union Board of Education members Ben Liao and Gary McCue endorsed Kausar. Liao additionally endorsed Lyn and Zhang, and McCue additionally endorsed McCandless.[11][12][13][14]

Kausar also received endorsements from the South Bay Labor Council, Planned Parenthood Advocates Mar Monte and the community organization Evolve.[11][15][16]

Lyn was also endorsed by the Silicon Valley Chinese Association (SVCA) and California Senator Jim Beall (D).[13]

McCandless was further endorsed by the Cupertino Education Association and California Assemblyman Paul Fong (D).[12][17]

Campaign finance

Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[18]

Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[18]

Candidates reported a total of $63,855.20 in contributions and $37,441.05 in expenditures, according to the most recent campaign finance reports published by the Santa Clara County Registrar of Voters as of October 26, 2014.[19][20][21][22]

Candidates share what issues they want to tackle

Incumbent Anjali Kausar and candidates Kristen Pan Lyn, Soma McCandless and Chris Zhang met at the Cupertino Community Hall on October 13, 2014, to share their ideas for the Cupertino Union Board of Education with more than 40 voters. The event was hosted by the League of Women Voters of Cupertino-Sunnyvale, with help from the Cupertino-Fremont-Sunnyvale PTA and the Asian Pacific Islander American Public Affairs.

When asked what issues she would most like to tackle, Kausar spoke of Common Core. She said the district would need to watch as it was incorporated, find out what was beneficial and what was getting lost. McCandless also spoke of Common Core, saying she wanted the district to challenge every child at the appropriate level.

Lyn spoke of future growth in the district and his desire to maintain the teacher-student ratio in order to ensure every child was a top priority. Zhang brought up the problem of traffic outside of school. He thought a community bus would be beneficial, but also spoke of making the streets and sidewalks safer so that students could walk or ride their bikes to school if they wanted to.[23]
