Cynthia Feland

Cynthia Feland is a judge for the North Dakota South Central Judicial District seat 5.[1] She was elected to the court in 2010.[2]
Feland won re-election to a second term in 2016.
Biography
Feland earned her B.A. in marketing and management from the University of North Dakota in 1987. She earned her J.D. from the same school in 1990.[1][3][4]

There were 23 North Dakota District Court seats up for election in 2016, all of the seats appeared on the June 14, 2016, primary ballot. There were four contested races that appeared on the ballot for the general election on November 8, 2016. Two of the contested races had open seats where the sitting judge did not seek re-election.

Feland defeated Parrell Grossman in the November 2 general election for the North Dakota South Central Judicial District, winning 57.69 percent of the vote.[6]
Noteworthy events
Misconduct investigation for alleged withholding of documents (2011-2012)
In November 2011, an investigation by the disciplinary board of the supreme court determined that Feland had participated in misconduct as an assistant state's attorney. At issue was a document that she did not reveal during the prosecution of the director of the North Dakota's Workforce Safety and Insurance agency, who was accused of misspending funds. The director, Sandy Blunt, was later convicted of a felony which was upheld by the North Dakota Supreme Court.[5]
The disciplinary board, after conducting an investigation, recommended that Feland be suspended for 60 days and pay the $11,272.21 cost of the board's proceedings. Feland denied any wrongdoing and challenged the investigation's findings.[7]
The North Dakota Supreme Court ordered that Feland be admonished (a non-public form of discipline) and that she pay half of the expenses of the disciplinary investigation.[8]
