Deputy EPA Administrator Andrew Wheeler takes over for Scott Pruitt

Andrew Wheeler, the deputy administrator for the Environmental Protection Agency (EPA), will take over for departing EPA Administrator Scott Pruitt today. Wheeler has served as the deputy administrator since April 12, 2018, when the U.S. Senate confirmed him to the position by a 53-45 vote. Three Democrats—Joe Donnelly (D-Ind.), Heidi Heitkamp (D-N.D.), and Joe Manchin (D-W.Va.)—voted with 50 Republicans to confirm him.

Prior to serving as deputy administrator, Wheeler worked as a lobbyist and lawyer. He worked as a staffer in the U.S. Senate, and for the EPA during the George H.W. Bush and Bill Clinton administrations. He received his bachelor’s degree from Case Western Reserve University and his J.D. from Washington University in St. Louis.

Citizens of Mountain View, California, home of Google, will vote on a per-employee business tax

The Mountain View, California City Council voted unanimously to place a per-employee business license tax on the November ballot.

The measure would apply an incremental tax to businesses with over 50 employees. Businesses with between 50 and 500 employees would pay $75 to $125 per employee annually. Businesses with over 5,000 employees would pay $150 per employee. Google is the largest employer in the city with 23,324 employees and the only business to employ more than 5,000 people. The latest tax modeling shows that this could charge Google up to $3.3 million per year.
